Over population is the main impediment for the social welfare. A lot of the health people even can not get their subsistence allowances ,how the people like him ..........
Maybe it is not only the over population but the system's problem.We should learn from the Britain or HK(the copy of the GB ).The disable people have got the good care and respect for centuries.
