Yen Fu who was sent by the Quing empire to England to learn Naval affairs in the late 1900s translated John Stuart Mill's "On Liberty" into Chinese. He used the cahapter heading of Chaapter 3 "Of the limits to the authority of society over the individual" as the name of the translated book. He also translated Adam Smith's "the thry of evolution" which contains the most popular slogan "The meat of the weak to become the food of the strong and the survival of the fittest" The theory of evolution became a best seller at that time and Hu Shih changed his name to Shih after reading the book. It seems that at that China was very much concerned about how to become strong and not much attention was given to freedom of the individual which is a forien concept to the Chinese min at that time.

It is regretable that up to now a lot of Chinese do not treasure freedon of the individual. Instead they are just contented with a strong China.
