Yen Fu (1954-1921) a Fukienese was sent to England by the Qing Government to learn naval affairs. On his return to China He was given teaching post in the North Ocean naval academy but never had real power in the navy.

He turned his attention to translate books which he believed would inspire the Chinese to make China wealthy and strong. Books he translated includes JS Mill's 'On Liberty", Huxley's "Evolution and ethics", Adam smith's 'Wealth of the Nations", Books on Law, logic, etc by other writers. He believed that knowledge on law , liberty, economics, logic, social structure, and evolutions, would make China Strong and wealthy. Hu shih changed his name to Shih after reading the book on evloution.
